In order for this issue to be placed on the May, 2011 ballot as a referendum, 625 or more signatures are required on a petition.
The type of license which would be applicable to Bellevue is the "R" -Restaurant license. Pennsylvania Liquor Control Board (PLCB) rules and regulations specifically state, " In order to qualify for an "R" -Restaurant liquor license, the establishment must be a reputable place, habitually and principally used for the purpose of providing food for the public. The establishment shall
have an area within a building of not less than 400 square feet and must be equipped with tables and chairs accommodating at least 30 persons at one time." Please note that your signature on the petition places the referendum on the ballot and it is not a vote for the sale of alcohol.
Why Allow Alcohol Sales in Bellevue?
Many people, including our residents, enjoy a night out accompanied with a glass of wine or drink with their dinner, while listening to live music, watching a game, or just relaxing. Currently, they have to spend their time and money elsewhere. We now have the opportunity to allow people to enjoy themselves right here and make Bellevue a destination spot to shop, dine and enjoy a night out.
In 2009, Bellevue was awarded the Allegheny Together Grant which is a County-sponsored three-year program for revitalizing the business district. Following an assessment of our town, it was noted that the lack of entertainment and destination spots was a weakness.
A group of us who have put forth this petition believe that alcohol sales at quality establishments will increase the options for various destination spots. Bellevue will be an attraction to more people, increase commerce and benefit all of the business community.
In summary- the goal of alcohol sales is to:

Promote and encourage Economic Development and growth in Bellevue

Create various new tax revenues to improve the Borough
